Procedures for Demonstrating Compliance to the New Federal

The tax credits for building energy efficiency mandated that the U.S.
Department of Energy assist the Department of the Treasury to develop
the verification procedures for demonstrating compliance to the new
and existing homes credits and the commercial buildings incentive. Ed
Pollock lead the Department of Energy's effort in this area. This
session will explain the procedures required to demonstrate compliance
to the new tax incentives.
Implications of New Federal Tax Incentives for Building
Performance Industry

In 2005 Congress passed tax incentives for energy efficiency. This
session will feature the leading advocates for building efficiency tax
credits to discuss the implications to the building performance
industry and the transformation of the market place. This session will

of the International Energy Conservation Code by 50%. This far exceeds
the ENERGY STAR for Homes performance requirements for site built

cost-effectively? This session will present analysis of what it would
take to meet the threshold in different regions of the nation.

One of the most significant enhancements to the RESNET technical
standard that will take place is on July 1, 2006, is the consideration
of the quality of the installation of insulation in the rating
inspection. The national rating standard now rates the quality of
insulation into three categories and requires a pre-drywall inspection
by the rater. This session will explain the new insulation inspection
procedures and discuss how this will change the rating inspection
procedures.

The Texas Veterans Land Board Program provides mortgage financing to
Texas veterans. The program requires that all new homes be labeled as
ENERGY STAR. This has resulted in a boost in the demand for ratings in
the state. The program is one of the most effective energy efficient
mortgage programs in the nation. This session will introduce the Texas
veterans' loan program and why it requires all new homes be ENERGY
STAR. It will also explore the opportunities the program offers to
raters.
New California Code Duct Testing Requirements - Effect on the
Rating Industry

A major revision in Californi's energy code, Title 24 is the
requirement of duct testing by certified raters. This has resulted in
almost all new homes being rated. In addition, the state requires that
all change over of air conditioning equipment also require duct
testing by a certified home energy rater. This has resulted in a
dramatic increase of the number of homes rated annually and the number
of certified raters in the state.
The House as a System (Affordable Comfort Home Performance with

Determining Real Time In-Field Performance in Residential AC
Systems

Testo is developing a method to determine real time in-field
performance (cooling tons) in residential AC systems. The method uses
a humidity and airflow meter, a simple calculation all in a 10-15
minute test BB without need for tapping in to the refrigerant side
(although that is part of the enhanced diagnostics) - so a non EPA 608
tech can do it. Testo had a contractor run about 70 tests using this
method at the end of the last cooling season. The results are being
reviewed by the EPA Residential Energy Star program. This session will
introduce this new method.

California. This surge in demand has been triggered by changes in the

program, LEED Homes. LEED Homes requires that homes meet the
specifications of ENERGY STAR for Homes and be energy rated. In 2005
LEED Homes launched a pilot implementation program. This session will

next steps. It will also explore with the program means to the
building performance industry.

analysis to measure a home's energy use. The goal of the program is to

builder can apply the technologies and building practices without

understanding of the building science concepts so that the building
practices continue in the market place. This session will review what

A key element in the high performance of a home is the proper sizing
of the HVAC system. In 2006 both the ENERGY STAR for Homes

problems have risen dramatically in recent years. Some experts
estimate that as much as 80% of construction defect litigation in the
residential construction market segment is due to water and moisture
related failures. The purpose of the presentation is to help designers
and contractors identify designs, details and construction practices
that lead to call backs. This presentation will feature job-site
pictures from years of field experience at solving water and moisture
problems. This presentation examines common design defects that are
prone to creating moisture problems as well as troubleshooting

families of home ownership. The U.S. Department of Energy and
Environmental Protection Agency has initiated programs to improve the
energy efficiency of manufactured homes. The Building America
Program's Industrialized Housing Partnership conducts applied research
with the goal of cost effectively reducing the energy cost of
manufactured homes by 50%. The ENERGY STAR for Homes program has a
tailored set of specifications for manufactured homes. The interest in
energy efficiency by the manufactured home industry will increase
dramatically with the new federal tax credit of $1,000 for
manufacturers for each home achieving ENERGY STAR. This session will
explore how raters can work with manufacturers in maximizing this
opportunity.

efficiency rating methods are documenting that 13 SEER systems often

learn proven procedures necessary to obtain repeatable and trustworthy

BPI contractors use a "whole house" approach to create energy

the people who occupy them. BPI has entered into a partnership with
RESNET to involve home energy raters in their program. This session
will explain the BPI/RESNET partnership and its implications to the
rating industry. It will also explain the changes in the program's
contractor certification and accreditation models.
Europe's Approach to Global Climate Change and Building
Performance

The European Union (EU) has targeted building energy performance as a
major component of meeting its obligations under the Kyoto Climate
Accord. The EU has enacted legislation, "The Energy Performance of
Buildings Directive" that member states must enact requirements for
rating buildings at time of sale or change of occupancy. This action
has a dramatic potential impact on setting up a protocol for carbon
reduction trading and building energy savings. Clearly there are
advantages to developing a dialogue between the U.S. and the Europe on
building performance and energy ratings. The RESNET Board adopted the
development of such a dialogue as one of the top priorities for RESNET
for 2005. In September, Philip Fairey and Steve Baden participated in
the EU Energy Performance of Buildings Directive Conference and met
with the International Energy Agency. A solid foundation has been laid
as a basis for an ongoing dialogue with the EU on building performance
and energy ratings. This session will present an overview of the EU
Energy Performance of Buildings Directive, the potential of
cooperation between the U.S. and EU on home energy ratings and
building performance, and what impacts this could have on the U.S.
building performance industry.
