David Abrey

David Abrey is the Director of Quality Assurance for GreenHomes America. In this role, he assures that Home Performance projects meets BPI and industry standards. He assists with the development of a wide variety of diagnostic procedures and installation best practices. Prior to his time at GreenHomes, he managed quality assurance for NYSERDA\'s Home Performance with ENERGY STAR program.

Ann Marie Apgar

Ann Marie Apgar is the Technical Services Manager for EAM Associates, a RESNET Accredited HERS Provider, New Jersey ENERGY STAR® Homes Program Implementation Contractor, NYSERDA RFQ 873 HERS Provider, and a full service Mechanical Design company located in Wall, New Jersey. Ann was the first RESNET certified woman Rater in New Jersey. Adding to her credentials, she became a RESNET Quality Assurance Designee in 2005 and in 2006 a certified Building Science Thermographer. Ann oversees a minimum of six internal Raters, along with several outside Independent Raters from the tri-state area. She has been in the home energy rating industry for over six years and involved with the certification of over 8,000 units, transitioning from a contract interior design background. Her experience both in the field and in the back-office side of the business has given her a broad understanding of the HERS industry.

John Baden

John Baden has been employed by RESNET since August of 2006. Prior to employment at RESNET, he had experience researching for the 501 (c)(3) non-profit organization, EndOil. As a member of RESNET, John is the author of the Energy Efficiency Environmental Trading page of the RESNET website. John Baden brings to RESNET his skills with energy policy and computer software.

Steve Baden

Steve Baden has worked in the residential energy efficiency field for over twenty five years, including eighteen years with home energy ratings and energy mortgages on both the state and national levels, and ten years administering a state energy office. Mr. Baden initiated the "Warm Homes for Alaskans Initiative" which received the "1993 National Award for the Most Outstanding State Housing Program" from the National Council of State Housing Agencies. Steve was also awarded "Lifetime Achievement Awards" from the U.S. Department of Energy and RESNET.

Doug has over 25 years of experience in the energy conservation field working with builders, architects, HVAC contractors and homeowners. Currently he devotes the majority of his time to training for various energy conservation programs. In the past year the focus has been on the new California Energy Standards including the duct testing requirements for HVAC system change-outs. Doug and his staff conducted nearly 50 classes helping HVAC contractors understand and implement the California duct testing rules.

EcoBroker develops and deploys EcoBroker’s energy and environmental curriculum for the real estate industry, including a complete suite of award-winning continuing education courses and the EcoBroker® designation for licensed real estate professionals in the United States and internationally. By January 2008, EcoBroker’s membership extended to over 2500 licensed Realtor® members in 43 states, 4 Canadian provinces and the Caribbean. Thanks to the U.S. Department of Energy, the U.S. Environmental Protection Agency, and countless other stakeholders, more than 10,000 Realtors® and consumers have attended EcoBroker and AEEREP introductory classes and seminars on energy and environmental opportunities and real estate. Dr. John Beldock has built public private sector partnerships over the last 25 years and has taught courses in energy engineering, energy and environmental technologies, statistics, and pollution prevention at the University of California, George Mason University, and the University of Maryland. He has numerous publications on the connection between commerce, energy and environmental opportunities, education, and Main Street. He is the former Director of the U.S. Department of Energy's Environmental Analysis Program in the Office of Energy Efficiency and Renewable Energy. Dr. Beldock earned his Master of Science and Doctorate from the University of California and its Lawrence Berkeley National Laboratory in 1985 and 1987, respectively. He was the co-founder of the U.S. DOE’s and U.S. EPA’s NICE3 Program. Dr. Beldock was the 1991 recipient of the U.S. EPA's Outstanding Performance Award for Research in Pollution Prevention. Dr. Beldock is a member of the National Association of Realtors®. He is a licensed real estate professional in the state of Colorado, and lives in Evergreen with his wife and three children. Dr. Beldock pursues a lifelong commitment to education and the connection between environmental protection and profitability.

David Bell

David has been with Masco Contractor Services for four years, and is currently the National Sales Manager for the Environments For Living Program. In this position he is responsible for the management of the EFL sales organization, supporting building science to MCS’s 350 divisions, acting as a liaison to program sponsors, and as a link to the various federal, state, and utility energy and green building programs. Prior to coming to Masco he was the VP – National Builder Program for EIC Corporation, managing the Certainteed High Performance Home Program. He also spent 20 years with Pennsylvania Power and Light in various positions in their residential Marketing & Energy Services Department. A native of Pennsylvania, Dave attended King’s College in Wilkes-Barre, PA graduating with a degree in Marketing.

Jay Bowen

Jay has been involved in the electrical construction trades since 1977 and has an Associates Degree in Electronics Technology. Jay holds a Wisconsin Master Electrician Certificate, Wisconsin Commercial Electrical Inspector Certification, and a State Electrical Systems Designer’s License. He has used infrared thermography as a condition monitoring tool since the mid-90s . Jay developed and taught classes in thermography, motor control, power quality, process instrumentation, and programmable controls. He has been teaching thermography since 1998 and has been with the ITC since 2003. Recently he has designed and built a retirement home in the north woods of Wisconsin. That home made the top 4% of the Energy Star rated homes in Wisconsin.

Steve Byers

Steve Byers is the President of EnergyLogic, a Colorado based energy services organization primarily serving the residential construction industry. Leaving the Air Force after flying for five years, Steve got involved in the building science industry working for Southface Energy Institute in Atlanta. Relocating in 1997 to Colorado, Steve started EnergySmiths. It’s been a labor of love and EnergySmiths grew into the largest energy rating company in Colorado. In 2006, EnergySmiths merged with Built Wright, Inc. to form EnergyLogic. EnergyLogic also provides quality assurance services to utilities and other energy raters nationwide. Steve serves on the RESNET Board of Directors.

Brian Castelli

Alliance to Save Energy
Brian T. Castelli brings nearly 30 years of national and international experience in the energy field, including expertise in energy efficiency, renewables, emission reductions, and electricity demand reduction, to the Alliance to Save Energy as executive vice president and chief operating officer. Prior to joining the Alliance’s senior management team in July 2005, Castelli ran his own energy consulting firm. Among his varied endeavors, he was the federal energy liaison for the California Energy Commission, one of the nation’s premier state energy offices; a principal with the Center for Energy and Climate Solutions, a one stop shop helping businesses and states adopt high-level strategies for saving energy and cutting pollution; and a consultant to the Electric Power Research Institute (EPRI) where he organized a High Technology Council (comprised of communications and information technology leaders) to advise EPRI’s Intelligent Grid program. Castelli also consulted with the National Association of State Energy Officials (NASEO) where, on behalf of the National Energy Technology Laboratory, he conducted a series of public workshops in 14 western states on advanced, highly-efficient turbines and fuel cells that involved manufacturers, developers, utilities, and state and federal energy and environmental officials. As a presidential appointee, Castelli served as chief of staff to the U.S. Department of Energy’s assistant secretary for energy efficiency and renewable energy from 1994 to 2001. He managed 550 staff and more than $1 billion in programs and research, development, and deployment initiatives and directed the development and implementation of clean energy policies and programs.

Barbara Collins is the director of Energy Rated Homes. Ms. Collins is a dynamic professional speaker and trainer on marketing, home energy ratings, and energy mortgage topics. Featured on the nationally broadcast television program, “Today’s Environment”, her work has also been honored by the U.S. Department of Energy with its “1994 National Energy Award”, and by the “1995 Renew America National Award: in 2000, the Mortgage Bankers Association of America featured Ms. Collins in its “Market Trends” series speaking on energy. Ms. Collins in 2001 received the prestigious “RESNET Lifetime Achievement Award” for her contribution to the home energy rating industry.

A native of Southern California, I am a 4th generation carpenter & builder. Raised in a traditional construction background, I started to apply the principles of building science to the homes I built as the Construction Director for the Habitat for Humanity affiliate in Chattanooga, TN. As a result of those efforts, the affiliate was one of 16 affiliates worldwide that earned an energy efficiency award from Habitat for Humanity International at the 25th anniversary conference in Indianapolis in 2001. I have extensive field experience performing HERS ratings, residential commissioning, energy audits, mold and moisture assessments, and building performance tests in addition to my experience in construction management and techniques. I have been a licensed contractor in Tennessee and have many years of experience working in both land development and construction. As the Vice-President and General Manager of IBS Advisors, LLC, I teach seminars and workshops on high performance home building, the International Energy Conservation Code, moisture control, building science, and homeowner education to various groups such as Home Builder Associations, utility companies, AIA chapters, USGBC chapters, and affordable housing providers. I am adjunct faculty at Cleveland State Community College and I teach RESNET-accredited training programs for Rater and Field Inspector candidates. I have written a set of 3 guidebooks for Climate Zone 4 (published by Cleveland State) that are being used as reference material for their residential energy efficiency degree program, authored HERS Rater and Field Inspector guidebooks, and co-authored (with Mike Barcik) a guidebook on the essential subjects for HERS Ratings. I am a certified HERS Rater in addition to being a RESNET certified HERS Rater Trainer and Quality Assurance Designee. I have served on the RESNET Advanced Rater Task Force, the RESNET Existing Homes Task Force, and have developed and conducted many workshops for the Building America Program (DOE) and State Energy Offices throughout the Southeast.

Donney is the National Programs Director and Plan Department Supervisor for Guaranteed Watt Saver, Inc (GWS). At GWS, he has become a Home Energy Rating System (HERS) Rater for Residential Energy Star Certification and is also a RESNET Quality Assurance/Rater Trainer. Donney is a Certified IECC Commercial Plans Examiner and a Leadership in Energy and Environmental Design (LEED) Accredited Professional. As GWS’s project manager for the LEED For Homes (LH) Pilot Program, Donney certified the first LH home in the Nation.

Paul Duffy is a member of the Board of Directors for CRESNET the Canadian Affiliate of RESNET. He is also a Designated Consulting Engineer, member of the Professional Engineers of Ontario (PEO), Consulting Engineers of Canada and is partner in the firm of Buchan, Lawton, Parent Ltd. Mr. Duffy has been at the leading edge of research, Code changes and innovative construction methods particularly with respect to multi-family energy efficient buildings, basement construction and mechanical ventilation in residential buildings. With respect to residential buildings, his professional practice includes quality assurance programs for builders, contractors and utilities, as well as, problem solving, and retrofit design/project management. He frequently appears on radio and television as an Energy Expert and spokesperson on innovative construction. He is Past President of the Ontario Building Envelope Council, an instructor for the Canadian Condominium Institute (CCI), the Canadian Home Builders’ Association (CHBA), Canada Mortgage and Housing Corporation (CMHC), the R-2000 Program and is a recognized authority on Building Science, Construction Practices, Energy Management and other related issues.

Rick Duncan is currently Senior Marketing Manager for Honeywell Spray Foam Insulation group and is serving as Chair for the Spray Polyurethane Foam Alliance Building Envelope Committee. From 1997 to 2006, he worked for CertainTeed and Saint-Gobain Corporation, where he was the Director of Laboratory Services for CertainTeed Insulation and Global Program Manager for Saint-Gobain Insulation’s New Materials and Applications Program. Prior to joining Saint-Gobain, Rick was a Visiting Assistant Professor of Mechanical Engineering at Bucknell University. He holds a Ph.D. in Engineering Science and Mechanics from Penn State, Masters in Mechanical Engineering from Bucknell University and a Bachelor of Science in Mechanical Engineering from the University of Maryland. Rick is a Registered Professional Engineer in Pennsylvania, Colorado and Utah.

Lara Ettenson is currently the 2008 Sustainable Energy Fellow at the Natural Resources Defense Council in San Francisco. Her main task is to advise and collaborate with the California utilities to help them achieve their energy efficiency goals. Prior to joining NRDC, Lara worked on renewable energy, energy efficiency, and energy education projects for the New York City Economic Development Corporation in Manhattan. Lara holds a Master of Public Administration in Environmental Science and Policy from Columbia University-SIPA.

Philip Fairey

Philip Fairey is the Deputy Director of the Florida Solar Energy Center (FSEC). In 1980, Mr. Fairey initiated the building science research program at FSEC. Since then, he has had primary responsibility for 30 major building science research contracts totaling more than $11 million. He has extensive experimental and analytical expertise in the fields of moisture transport and control, pressure and air flow control, indoor air quality (IAQ), building envelope systems, cooling and dehumidification systems, natural ventilation systems, energy-efficient building design, industrialized housing systems, utility Demand Side Management (DSM), building energy-efficiency rating systems, and computer simulation and modeling. Mr. Fairey conceived and developed the Florida Building Energy-Efficiency Rating System and led the development of EnergyGauge, a user-friendly, windows-based software tool for code compliance, energy ratings and economic analysis. He is a affiliate member of the National Association of State Energy Offices (NASEO) and served as a member of the National HERS Council Technical Committee and the Technical, and Accreditation Committees of NASEO. He currently serves on the Florida Building Commission Energy, Technical Advisory Committee and on a number of RESNET committees where he was chairman of the Training Providers Accreditation Committee, Co-chair of the Standards Drafting Committee and Chairman of the Software Accreditation Subcommittee on the rating method. He is a founding member of the Florida Green Building Coalition (FGBC).

Rob Falke

National Comfort Institute
Rob Falke is the President of National Comfort Institute, an HVAC training, support and certification organization. NCI has trained and certified over 6,000 HVAC professionals to effectively measure and improve installed HVAC system performance. This group tests, diagnoses and renovates over 250,000 systems a year and is the nation’s largest HVAC verification organization. Through the NCI organization, Mr. Falke has authored, patented and trademarked methods for their certified technicians to measure and rate the installed efficiency of heating and cooling systems. His organization has gathered this data and produced research revealing an alarming gap between assumed HVAC efficiency and field measured system efficiency. He has developed standards and procedures over the past 15 years that are taught in over 100 NCI public seminars a year enabling HVAC professionals to perform live testing to determine installed HVAC system efficiency. “Doc” Falke has become one of the HVAC industry’s favorite writers as he offers a constant stream of ‘how-to” and opinion articles through industry publications, conferences and the National Comfort Institute website and membership organization. He has been a presenter numerous trade conferences and is known as the father of residential air balancing. He credits his success to developing curriculum that brings physics and science to a level that any technician can take into the field and effectively implement the following day. Ninety-five percent of NCI’s training, testing and system renovation work that results from the training are performed voluntarily, without rebates, outside of government and utility efficiency programs.

Mr. Flowers is a senior environmental engineer with 34 years of experience in water supply and wastewater management at the local and Federal levels. His career with the U.S. Environmental Protection Agency includes 18 years of experience in the water efficiency field. He designed and implemented WAVE, a national partnership program which assists businesses and institutions to be water efficient. Mr. Flowers managed the development of EPA’s Water Conservation Plan Guidelines and also served on the Interagency Contacts Group supporting the National Drought Policy Commission. Currently, Mr. Flowers is responsible for implementing the WaterSense New Homes Program, a voluntary labeling program for water efficient new homes. Mr. Flowers has a B.S. in Civil Engineering and an M.S. in Environmental Engineering from the University of Maryland.

Retrotrec high power fans are now the most commonly used exterior building envelope leakage measurement equipment in the UK which is the only country in the world that currently mandates the testing of all commercial buildings. Colin Genge has done considerable research on testing methods for high rise buildings. He has also personally tested 100’s of the World’s most exotic high value facilities, including the Space Shuttle launch pad. Rick Gerardi

Rick Gerardi has over two decades of management experience implementing innovative strategies for improved energy efficiency and building performance in the residential sector and pioneering creative strategies to address the special energy needs of low-income households. Since June 2007, he is building a new Residential Building Performance capacity within Lockheed Martin which will take a market-based approach to energy efficiency deployment. This new capacity is based upon a belief that a sustainable market for energy efficiency and home performance is inevitable as an inherent value to consumers and a viable business model for professional service delivery. Prior to his move to Lockheed, Rick established and managed the Residential Energy Affordability Program (REAP) at NYSERDA , which by 2006 administered over $70 million per year of public and ratepayer funds for residential and consumer energy efficiency efforts, including programs for single family homes, multi-family buildings, the low income sector, several loan funds, and a multi-media marketing program. In his nine years there, REAP received over 30 national awards for program effectiveness and innovation, including 11 US EPA/DOE Energy Star awards in seven years, an R&D 100 award for it’s TREAT software, an Emmy award and a Telly award for its marketing efforts, and a number of individual honors for Rick including the US DOE Rebuild America 2002 Person of the Year award, the US EPA 2004 Michael Thompson Visionary Leaders award, and the Alliance to Save Energy 2005 Unsung Heroes in Energy Efficiency award. Before NYSERDA, Rick was the director for the State’s low-income Weatherization Assistance Program for 14 years where he managed over a half a billion dollars in efficiency work and instituted a number of innovative practices. He has been in the building trade for over 25 years, having built solar, energy-efficient homes and additions prior to his tenure with the State.

David B. Goldstein

David B. Goldstein has worked on energy efficiency and energy policy since the early 1970s. He currently co-directs NRDC's Energy Program. David B. Goldstein initiated and directed research on how urban structure affects the usage of automobiles, and originated the Location Efficient Mortgage to implement the results. David B. Goldstein received a Ph.D. in Physics from the University of California at Berkeley, and is a Fellow of the American Physical Society and the recipient of its Leo Szilard Award for Physics in the Public Interest. He received a MacArthur Fellowship in 2002 and is the recipient of the California Alumni Association’s 2003 Award for Excellence in Achievement. Dr. Goldstein has been instrumental in the development of energy efficiency standards for new buildings and appliances that are currently in effect at the regional and national level in the United States, Russia, Kazakhstan, and China.

Currently, Danny works with his daughter, Dana, a certified HERS rater and his newest “trainee”, grand-daughter Raine, who just turned 1.0. Danny has been a HERS rater since 1999.

Scott is the Education & Training Chairman for the Institute of Heating and Air Conditioning Industries (IHACI). He is one of few licensed mechanical engineers that specialize in residential buildings. • He helped develop the first statewide home energy rating system in California. • He wrote and administered the certification exams for Title 24 energy consultants for three years. • He started and managed the mechanical design department for a large energy consulting firm for eight years. After the death of her daughter to a drunk driver, Ms. Lightner built MADD from a small California grass roots organization into an international corporation with more than 400 chapters worldwide and an annual budget of more than 12 million dollars in less than 3 years. She was voted by the media as one of the most influential American citizens of the twentieth century. Building on her successful and varied experience with MADD, Candace Lightner has served in a consulting capacity as a manager, fundraiser, trainer, advocate, and counselor to issue-driven groups across the country. These issues include traffic safety, arts and music education, victims rights, alcohol and other drugs, youth oriented programs, hunger, anti-discrimination, grief support and energy efficiency in existing homes. Patrick began his career with GE in 1983 as a Commercial and Industrial lighting sales representative in St. Louis, Missouri. Over the next five years, he held a variety of increasingly responsible sales positions focusing on Distributor, OEM and End User account growth. Patrick moved to Cleveland, Ohio in 1988 to join the GE’s Product Management team. He held a series of increasingly responsible product management positions in Incandescent, Halogen, Automotive, Seasonal, Fluorescent and Compact Fluorescent product lines over a 15-year period. As General Manager of Compact Fluorescent, he led the introduction of GE’s first electronic compact fluorescent lamp. In addition to Patrick’s Product Management, Sales and Six Sigma experience, he also has led Lighting’s finished products sourcing team. In this capacity, he and his team were responsible for the supply of a variety of GE products on a global basis. She is a well known speaker on matters of sustainability and construction. Novak serves on the American Concrete Institute Task Force on Sustainability. Bill has worked in program supervision and management roles at the Commission, most of which related directly to development and implementation of the Building Energy Efficiency Standards (Title 24, Part 6), since 1979. For five of those years, he was advisor to the "Scientist" Commissioner, and provided advise to all five Commissioners on energy efficiency issues. He was the manager of the Commission's 2001 (AB 970) Building Standards project and currently manages the 2005 Building Standards project. He also is the manager of the Commission's Home Energy Rating System Program, which has adopted regulations for HERS providers and raters to provide third party field verification and diagnostic testing services required for compliance credit for certain measures in California's Building Energy Efficiency Standards. He has developed the Commission's positions to the National Association of State Energy Offices and U.S. Department of Energy on HERS rating and accreditation procedures, and has participated in the development of the California Energy Star Homes program, which is based on California's Building Energy Efficiency Standards and HERS Program regulations. Mr. Pennington has a B.S. in Business Administration/Operations Research from the University of California at Berkeley, completed teaching credential coursework at Washington State University, and MBA coursework at California State University, Sacramento.

Their work has been published both in the United States and abroad in such diverse venues as the Washington Post, Fine Homebuilding, and Better Homes & Gardens magazine. On multiple occasions he has been a guest on National Public Radio addressing “green” building. Fine Homebuilding magazine recognized the firm for having designed one of the top nine most noteworthy homes in America in 1993, as well as “the Greenest home in America” in 2003. EEBA awarded Mr. Pfeiffer the Conference Chair’s Award in 1994 for his career accomplishments pioneering environmentally sensitive architecture. The National Association of Home Builders honored him as the “National Green Advocate of the Year” in 2003 for his life-long achievements in “mainstreaming” green building. This year Residential Architect cited him as one of the 10 most influential residential architects of past decade.

Edward Pollock is the Team Leader of the Residential Building Research Team in the Office of Building Technologies. The Office of Building Technologies conducts building research to reduce the amount of energy used in residential and commercial buildings. This research includes finding ways to improve the performance of walls and windows as well as development of more efficient lighting, heating, and cooling systems and other equipment used in buildings. The office is also investigating the most effective use of renewable energy systems to supplement the energy needed in buildings. The ultimate goal is to develop buildings that produce as much energy as they use at a net zero cost (the marginal cost of financing the energy efficiency improvements is equal to or less than the cost of the energy savings).

Mr. Prindle directs ACEEE’s energy policy program, which conducts policy analysis and advocacy on energy efficiency issues at the national and state levels. In more than 30 years in the energy field, he has worked in regional planning, corporate communications, management consulting, and association management. He has testified before Congress, appeared on radio and TV, and been published frequently as an expert on energy efficiency. Bill earned a B.A. degree in Psychology from Swarthmore College and an M.S. from the University of Pennsylvania. He has served on the boards of such organizations as the Energy and Environmental Building Association, the Association of Energy Services Professionals, and the National Fenestration Rating Council.

Sam Rashkin

Mr. Rashkin has managed ENERGY STAR for Homes since its launch in October 1995. Under his leadership, ENERGY STAR for Homes has grown exponentially to more than 2,500 builder partners and over 330,000 labeled homes. Currently, he is preparing to introduce a new EPA Indoor Air Quality label for the housing industry. Mr. Rashkin received his Bachelor of Architecture from Syracuse University; completed Masters of Urban Planning studies at New York University; and is a registered architect in California and New York. During his 20-plus years as a licensed architect, he specialized in energy efficient design and completed over 100 residential projects. He has also been responsible for developing and implementing market development programs at the California Energy Commission. Sam has prepared hundreds of articles, technical papers, reports, and seminars; contributed to numerous books; and has appeared on television and radio covering a wide variety of energy topics.

He started a company BuiltWright, Inc. which merged with EnergySmiths at the beginning of 2006 to be come the largest energy rating and building consulting firm of its kind in Colorado. The opportunities today for effecting positive change through energy efficiency are more numerous than at any time I can remember in my 18 years in this field. My sense of excitement exceeds what I felt as an energy specialist for Sacramento Municipal Utility District with S. David Freeman’s “conservation power plant”, an energy efficiency initiative designed in part to replace the shortfall caused by the closure of SMUD’s Ranch Seco nuclear generating station. From this backdrop, I have had the fortune to participate in the development of early HERS initiatives, including the formation of CHERS, which would become CHEERS®, California Home Energy Efficiency Ratings Services. As CHEERS Technical Director from 1993 to 2000, I was responsible for developing and maintaining the operational infrastructure to support the growing statewide network of raters, including successive generations of rating software. I served on the HERS Council Technical Committee and on several RESNET technical advisory committees. In 1999, I led the successful effort for CHEERS becoming the first Home Energy Rating System (HERS) Provider approved by the California Energy Commission under state regulations adopted for new home building. I have contributed to technical research projects sponsored by the California Energy Commission's PIER program and the U.S. Department of Energy’s Building America Program, as well as to several studies focused on energy codes and standards enforcement.

Bill Spohn is the HVAC/R Product Manager for Testo, Inc. – a global leader in hand held instrumentation. As such he is responsible for HVAC/R product marketing and technical support for North America. Bill is a graduate engineer with a BS and MS in Mechanical Engineering from the University of Rochester. He is also a licensed Professional Engineer in Pennsylvania. Bill has been involved in product development for a number of manufacturers including Fisher Scientific, Bacharach, Inc., and Superior Valve Co. He holds three US patents in instrumentation design. Bill is a member of ASME, RSES and ASHRAE. Currently, he is the Chairman of the Gas Detection and Analysis Committee of GAMA and the President of the OilHeat Manufactures Association (OMA). Dennis Stroer has been an air conditioning contractor since 1975. He owned and managed his own company since 1976. He is NBI certified for Test & Balance, certified by the State of Florida as a Class 1 Residential Rater, new Commercial Rater, and new Public Building Rater. Mr. Stroer sits on the advisory board for the Florida House Learning Center. Past President of the National Energy Raters Association and current President Elect of South Venice Rotary. He is certified by the Air Conditioning Contractors of America to teach Manual J-8, their latest HVAC load calculation program. In 1991 he opened a company called Calcs-Plus. Realizing that there was an increasing need for some one to provide a service that would perform HVAC load calculations and Energy calculations for the HVAC and construction industry for the permitting process. In 1998 he sold his HVAC company and concentrated on building Calcs-Plus. Today Calcs Plus provides a number of related services. They include HVAC load calculations & Energy calculations (residential and light commercial), HVAC system design (residential and light commercial), airside diagnostics, building diagnostics related to infiltration and moisture control, and Class 1 Energy Ratings for the Energy Star Program and the Florida Green Building certification. Calcs-Plus also provides training in various calculation and design procedures related to the HVAC industry.

Julieann Summerford

In various capacities, Julieann Summerford has managed residential buildings energy efficiency programs for over 5 years. These programs range from new construction to retrofit to policy to appliances and lighting and training. Currently Ms. Summerford manages a statewide program: Designed for Comfort: EFFICIENT AFFORDABLE HOUSING offering an Energy Efficiency-Based Utility Allowance schedule policy for housing authorities to adopt and implement and incentives for rehabilitation projects. Prior to joining HMG, Ms. Summerford managed the High Efficiency Appliance and Lighting Program, which offered incentives to builders who install ENERGY STAR® qualified appliances and lighting fixtures in residential new construction projects. The program entailed working directly with builders to influence their purchasing decisions on appliances and lighting fixtures, training their sales staff on how to promote the ENERGY STAR products in the new homes, and marketing the program to the market. Ms. Summerford revived SDG&E’s residential new construction program and expanded the program to include the State’s first program focused on efficient multi-family housing (low- and high-rise) and the installation of ENERGY STAR appliances and lighting in new construction. Ms. Summerford also worked with Pacific Gas & Electric (PG&E) to launch and implement a multi-family new construction project. She provided training to PG&E field representatives on how to market efficiency effectively to various subsectors of the multi-family new construction market, especially the affordable and non-profit housing markets. Ms. Summerford helped to create the first multifamily energy efficiency program for new construction in California. Ms. Summerford is the 2004 Chair of the California Association of Building Energy Consultants (CABEC). She received her Bachelors in Environmental Policy Analysis and Planning from UC Davis.

She also took part in the planning of many pilot projects of energy efficiency retrofit in existing buildings.

Eric Werling is an Architectural Engineer with the U.S. EPA’s Indoor Environments Division. He co-manages the EPA’s pilot New Home IAQ labeling program – the ENERGY STAR Indoor Air Package. He is also developing EPA guidance for moisture control in commercial and public buildings, and is the EPA Project Officer for the EPA funded ASHRAE project to develop an Advanced IAQ Design Guide. He joined the EPA in 2004 after more than 10 years as a consultant for ICF Consulting, where he supported ENERGY STAR programs for the EPA, NY State, and several TX utility clients. He co-authored over 10 professional papers related to building energy efficiency and IAQ, and has served on the Boards of Affordable Comfort, Inc. and RESNET. Mr. Young has over ten years of experience in green building, residential multi-family and single-family development, green building policy design, energy efficiency program design, and city government administration.
